For me the title and description meta tags, but I cannot ignore other tags like keyword, robots, language etc.

Aside from what they said that it tells the search engines on what your page is all about, it also tells your visitors on what your page is all about in search engine ranking positions. check it out when you search for your site in google. your meta title and description is being used in the search results - if it is not using this, it might be using tags from the open directory project site. to fix this, add the tag NOODP

According to me Meta tags are efficient part of any site to preform SEO. And some ranking ones are meta titles, meta descriptions, meta keywords

Meta Tags DO matter - very much so. But it's confusing. There are three important META TAGS for SEO. First, the TITLE tag - hugely important to put your target keywords in this tag. Second, the META DESCRIPTION tag - this tag heavily influences your description on a Google search, so put a pithy, exciting, keyword heavy description here. Third, the META KEYWORDS tag - this tag is IGNORED, does nothing. You can use it - it won't help you, but will not hurt you.

Title matters the most. Description is good to include but will not have any negative impact if you will not insert. keywords doesn't matter
