The answer is simple. Of course not. tools will always be helpful for SEOs but there wont be any tool out there that can really replace a REAL SEO. Well, for those SPAMMERs or LINKDROPPERs, probably, yes, software may exist for them but for the essential things in SEO like deciding whether a link is good for you or not, or understanding your data like your analytics, deciding whether you should redirect or block or delete a page etc, it is not something that any automated thing can do.

Human Power is very effective in SEO because like in link building, If you use manual submission, you will post your links in relevant website and in more accurate category but if you use any SEO tool for link building, they will not post your link in accurate category and post your links on low quality websites which are harmful for your website. The websites, which are SEO tools use for link building, remove your links very soon.
