I would recommend using GoDaddy, HostGator, or BlueHost. I have a deluxe Linux grid hosting account w/ a dedicated IP address at GoDaddy and pay about $9/month. I host many sites under the one account. All of them have excellent response time and are hosted on several servers using load balancing to direct users to the least busy server. Their customer service has been great. 5 yrs ago it wasn't so great, but everytime I call I get the help I need with minimal wait in a phone queue.

I would stick with the more reputable companies over the no name, fly-by-night hosting companies. You might find hosting for $3-4/month but when you need support in the middle of the night... ummm... good luck with that. The peace-of-mind in knowing that when I call I'm going to get a knowledgeable person on the phone without a half hour wait because they only have no rep (or get a recording saying call back during normal business hours) is worth the extra $5 to me.
