Well, first of all, I would diversify your attempts.

Relying on one page or one keyword is a sure way to be at the mercy of search engines.

I would do some thorough keyword research and gather a list of winnable keywords that are promising in terms of traffic. Prune the list to remove highly-competitive keywords.

Then create lots of pages focusing on the keywords list you created, making your pages useful, original and of high-quality. Write for your visitor, not for the search engines.

Over time, with a quality links program, you will end up ranking highly for many keywords rather than just one. The abundance of pages will keep your traffic stable and less prone to search engine whims and algorithmic dances.

According to my point of view, Off page optimization is the best and most effective strategy to increase your ranking in the Google search engine.

simple, if you are doing off page (and you think that it should be enough) then you should do something about your on page. If you think that your on page is ok and it is competitive enough, then you should change your off page - most people who don't get good ranking with off page are only spammers.

You have to do proper SEO. Don't use any blackhat method. Do the Following...

1) Submit directory
2) Submit article
3) Do blog comment
4) Build link
5) Social bookmarking
6) RSS submission
7) Social media network

There are lots of task in SEO to rank in Google. Before doing the above make sure your site's on-page is well.
