The selection is totally depends upon the market you are looking for , If you are seeking for a small organization where requirement is limited then you can go for frontpage, it is sufficient for such a combination. But if you are looking for an organization where requirement are not limited and is advance then the Answer is Dream Weaver.
Dream weaver is more efficient for professional purposes . It has many advance features such as Layer Property,Map, site navigation, template features etc. and it is more stable .You can create professional content and advance design through flash or fire works using Dream weaver.

Well, I recommended you Dream viewer CS3, it's not complicated as you said even you can make your site easily via Dream viewer because there is lots of tools available for you.

Hi !

Frontpage and Dreamweaver both are very useful software for web design. Frontpage is easy to learn for novice and Dreamweaver is some difficult to learn but it does not mean Front page is good and Dreamweaver is bad. Both are good software for web design. So don't confuse and try to learn both software and also use both as your requirement.

I would suggest using Dreamweaver, but don't expect anything that comes out of either Dreamweaver or Frontpage to have clean code. I also wouldn't expect either to be pure WYSIWYG. You'll have to know at least some code to get by. I use Dreamweaver CS5, but I do most of the coding by hand – it works better that way.

For me, I prefer and recommend you to use or buy the Dreamweaver 🙂 It is more convenient and a good software.
