It depends of course. I mean it is a case to case basis. This is one of the reasons why SEO's do a keyword research and analysis - to see what is the keyword to target - whether it is a long tail or a short keyword, whether it is a country/state specific or a general one.

It depends on the market you are targeting and products you want to sell from those keywords. It is not necessary that long tail keywords will be more beneficial always as they are more competitive. Website visibility on long tail keywords can bring quality of lead as well. Consider the example of someone who wants to buy a new laptop. First he will research about features and brands of various laptops. After finalizing the model no. and the brand he wants to buy, at purchase time he would directly search model no. which will be long tail rather than general phrase and visibility of website with model no. and best benefits can get purchase at first visit as well.

Re: Does short tail keywords are more beneficial than long tail keywords

One thing you will find is that many short tail keywords have already been targeted by lots and lots of different SEO experts, businesses and general people making them much harder to get ranked for in this environment. Keywords are often much more competitive. The real talent and possibility now lies in those that can identify, leverage and maximize established long tail kewyords while mixing a few short tail keywords into the campaign. A lot of it also has to to do with the niche product or service you are selling. If its a new or novel concept it will be easier to target and tailor a wide variety of keywords. The statistics and analytics of your keywords will play a key role as well. Also how well you backlink those keywords to your website will be a major player in there value as well. Keywords come with a lot of variables and dynamics to consider. You may want to start out with Google's keyword tool and then branch out from there.
