If you have been noticing Google is either trying to buy or copy everything that is successful on the web and why would you not if you have the resources. If you study the story of Steve Jobs you will notice he had the same strategy. He really did not care about inventing new things but just taking already established ideas and making them better or cornering the market in a way where people had no choice but to use his products. It really is an extremely smart and effective business strategy and obviously worked wonders in both the case of Google and Apple. Google wants to run the show on the internet and Google + is just one more way to do so especially at a time when Facebook will not sell and is making numerous blunders. Google is even trying to take over mainstream TV with there new youtube channels and programming investments. When you have that much money and power and you are really going after anything and everything that is popular and successful that falls even remotely inline with your current business strategies and outlets.

If you are the number 1 search engine machine or company out there and you earn millions of dollars, why not extend it by competing in other industries right? But, even before facebook got really popular, Google has already a lot of attempts for the same service - google wave for one is a good but failed example.
