Due to the popularity of other media offering "groups" services that as such of Yahoo's and Google's, there aren't really that much users of that site anymore. Also, because a lot of people has been spamming it for the last few years, people got tired of it and are not usually using it anymore. if you would notice once you get to that site, there aren't really that much "groups" for people but only those advertisers. I don't think Google groups is even functional.
