Usually, the limiting factor in any shared hosting environment is the CPU load. If you have a site (like this forum) that uses a database, and it gets really busy, a shared hosting environment just won't cut it. I've found that some of the smaller ones tend to offer better performance than the big names. I would recommend:
page-zone.com, hostdime.com, westhost.com and dathorn.com
whreviews.com is also a good place to some honest recommendations.
