SEM is a wide term which is used to market your business, it helps in getting traffic to your site and makes your site visible to people via search engines. SEO in used for the same purpose but the thing is that it is a subset of SEM. SEM with SEO also uses methods like PPC.

SEM and SEO both are the kind of internet marketing technique, SEM search engine marketing technique that can apply only on search engine, search engine like google, yahoo, msn etc. SEO is a part of SEM, SEO is a paid searching technique and SEM both paid search and organic search.

SEM stands for Search Engine Marketing and it's the practice of paying for traffic from the search engines.
SEO stands for search engine optimization and it's the practice of optimizing your site to rank organically in search engines.
Running an ad on Google Ad Words would be a good example of SEM while showing up naturally in the #1 position for a specific key phrase is most likely going to be due to good SEO.
