Someone told me that if i am using a free theme of wordpress on my website then CSS Directories will not accept them while submission. Is that true?

false. there are no conditions on any directory on what kind of website they will accept (of course except for the rule of most site like no gambling or **** sites). anyways, don't worry so much about directories, in fact, you shouldn't even consider submitting your site to directories as 1. nobody searches sites using them anymore 2. the value to help your site get better rankings from them is very low. chances of getting juice from those directories is 1 out of 10k submission.
