The best for what actually? for spamming? well, I'd say NONE of them. if you are thinking of link dropping with any of those techniques, there are no chance of you getting good benefits out of it. first, forums - there aren't really that much juice to pass on since in a page, there are about a dozen more links going away. on blogs, if you leave a link, your probably gonna be there for a few days to weeks but moderators are going to delete you - specially if it is a good blog (and one not owned by a fellow spammer)

I would personally go with blog commenting if I could only do one. The only problem is that most of the blogs out there are "nofollow" so you don't get the link juice from them, but if you take the time to read all of the articles, you are likely to learn quite a bit of information.
