It depends upon how you optimize a web page because if you do different off page activities with good high PR sites then it is good and not harmful for your ranking because quality links are more effective rather than quantity links.

Well, sometimes even doing the wrong off page optimization for your website could endanger it's ranking (keeping it in the 2nd or 4rd page of the SERP is still not a good ranking). I have seen a lot of people over optimizing their sites through link builds. a lot of them are just so focused on links that they don't notice that search engines don't just focus on quantity anymore but more on quality. there are issues like is the link coming from a relevant page, natural vs unnatural links, dofollow vs nofollow links, etc.
