Finding a Consultant to Build a Factory and Manufacture my product

I have developed a prototype for a fairly simple consumer product (already filed a prov. patent). I would like to build an automated factory here in the US to start mass manufacturing the product.

As this is a fairly simple product with a few components, I would like this to be as inexpensive as possible. Is there a consultant or consulting company I can go to who can guide me through the process? I know I have to have to some standard blueprints made for the product to make it as clear as possible for the manufactures.

Would I be better off exporting the process to manufactures in China? How safe is this? I mean, if the product develops considerable market potential, is there a chance they would try to steal my product? I know China does not respect international patent laws. Also, I know investment in factories here in the US is eligible to be tax deductible. I'm assuming this won't apply if I export the manufacturing process to China?
