I'm not sure if you are referring to manpower planning, which is a function of Human Resource, or the company manpower. The company manpower outsources HR to other companies.

Manpower and Human resources are different concepts. but are related to each other to some extent.
Manpower is a numeric value that shows the number of individuals available in an organization at a given time.
Whereas Human Resource is a part, segment, in simpler words department of an organization that manages and directs the hiring process in an organization. Moreover, benefits, organization development, workplace safety, administration, employees training are also included in the responsibilities of Human Resources Department, so it is also managing the Man power of an organization.
