Forum Links are mostly important for the Traffic purpose. and the Article Links are important for the link-juice techniques. As separate article links have cached individually and get indexed by Google.

On my point of view Both are important. Both are better ways of getting traffic to your site.

Personally I believe in Forum posting instead of submitted article links. Forum posting SEO technique is really very good back links as well as increase visitors volume towards particular websites. Do relevant posts with having fresh content.

I am hard core believer in Content marketing, Whatever success I've has has been because of content only. When i say content I mean unique, original content. Not just average stuff. I dont agree with the Guru's when they say content has no future..
