When you wish to not send any link juice to any of your pages or to other sites that is linked in your pages, then you add the nofollow tag in your hyperlink. as simple as that.

Also i agree with above answer that no follow tags as well as link doesn't share their PR juice with other link so it is beneficial for us because there is one link for contact us and for that no need to any rank so you can put no follow relation on that link.

Some of the situation where you can use the nofollow tag

If you have external link which can be added from users without special permission
Link to Pages which are not important in search engine like contact us, payment pages, feedback ,,
Excessive automatic linking to sub pages if you don't want to pass the value.

Hello Friends
nofollow tags pass on link love and some don't. ... I do not think its safe to say that nofollow links can help you rank well for competitive terms or even semi competitive terms.
