There are some points of antispam algorithms :-

* Google absolutely takes action on sites that violate quality guidelines regardless of whether they have ads powered by Google;
* Displaying Google ads does not help a site’s rankings in Google; and
* Buying Google ads does not increase a site’s rankings in Google’s search results.

Aside from the option of being able to report websites that are spamming your site or your email, the algorithm also looks at websites that doesn't have a lot of natural links - those sites linking to irrelevant but in quantity sites. Although most of them are not really branded as spams, they do not get good rankings or get rankings at all.
