One of the important things for me in page layout is the navigation. This is important for both the crawlers and the visitors that are going to visit your site. You wouldn't want either of them to have a difficult time to find the page(s) that they want and need.

By my suggestion, you select Joomla or Word press ready web site templates for page layouts and its both have so many ready templates, you can select as per your requirements and you can edit it also, so by my suggestion Joomla or word press is best.

I think most people want their page layouts to be clear, concise and informative. We also like things we are used too so the closer you can get to popular websites layouts while keeping your own style and brand is probably a really good strategy. Its always wise to put the page through few phases of testing and to get feedback from site reviews. Your page layouts can be the difference between turning visitors away and keeping them.
