Both the parts of SEO are important. We have to work on both the parts for getting good ranking in search engines.In On page optimization we work on title tag, meta tag, head tag, content of website, link structure and sitemap.

In Off page optimization we work on different link building techniques like forum posting, directory submission, article submission, reciprocal linking etc.

for me i consider seo factors domain+keyword+title ,,,, then good back link profile,, anchor text on landing page,, internal linking

No As per my experience without on page optimization you can't get proper result but on other hand on page is most important and basic part of seo and obviously if you want to get top results in search engine then you must make your site search engine friendly. so don't take it easy and do it on first step.
