If website will get more traffic than Alexa will get increase but PR will not increase. Alexa is not depending to increase only by traffic but huge traffic will helpful to increase it. Traffic exchange program is used to get huge traffic to our website.

They are absolutely a waste of your money. as the name implies, traffic exchange. nothing more nothing less. there is no point in getting people to your site who would only stay for a few seconds but will not do anything else. getting people who buys your products and services are very different in getting people to go visit your site. if it will increase your alexa ranking but will increase your bounce rate and will give you no ROI, no point in doing it.

Traffic exchange programs are generally used by small business owners or marketers who either want free advertising or use the exchange programs for low-budget advertisement campaigns.

Not accurately correct. They are usually being used by small businesses as they are not aware that such program is a waste of their money. A lot of them get's blinded by such program as it tells them that they can give them some kind of a shortcut to ROI and more sales.
