How To Select Your Directory Sites?

We have higher expectations than most for SEO friendly. Specifically, we ensure that the general directories that we choose:
1.pass PageRank (links are dofollow and are not redirected).
2.have at least 50 pages indexed by Google.
3.are not penalized by Google.
4.do not belong to a large network of sites hosted on the same IP. We do not submit to more than one directory from the same IP.

Why go for directory sites if Google has already announced that it wouldn't be counting it in terms of their algo? It is just a waste of time because:
google don't count them no more
not a lot of people use them for searching any more - most people using them are those who are not good in SEO
their pages don't get crawled that much
link juice to be passed on their pages is very minimal to no effect at all

so will I still consider them? like many others, NO

Not penalized by the google would be the most and first impotant things, or whatever we are doing is useless

Well I would first start by getting into Google's directories. Maps, Places, + business page etc. So there is some value in directory listings. What is the best way to find out if a page is penalized by Google or not. Is there a tool that you can use to check a URL and see what Googles views are on its algo/power ranking? How does Alexa rank tie into the power of a site? Google always seems to ambiguous as to what they like and do not like I feel it is often hard to keep on top of it all. It also seems like they change there opinion of what is good and bad how could anyone really keep up. Following there on-page SEO rules and maximizing them as well as targeting rich keywords seems to be the way to go now but it is hard to tell. I usually just refer to this guide:

Does anyone know if there is something more recent or a more simplified cliff notes version would be nice as well.

What do u mean by we do not submit more than one directory from one IP ? is there any problem if we submit 10 directory from one ip?

Select high page rank directories which is related to your niches. Don't use reciprocal links. Directories are deep link for the website.
