I wanted to ask your opinions about this Google's penalty for having build too many inbound links in a short period of time

Yes, build links constantly, don't take too many links at once, it would harm you web site greatly....

Yes it do penalizes if you have build too many links in a short span.. generally building quality backlinks is a time consuming process..
