Does any one know if search engines penalize these type of practice?

The software standardises all the requirements of an IAP as mandated by the National Incident Management System (NIMS), Incident Command System, and meets the requirements of Homeland Security Presidential Directive 5 for all emergency responders. In fact so simple is it to use that these days, the police and fire personnel have employed the Easy IAP for even non-disaster events such as parades etc.
