Go ahead and create a quick website. You can work through wordpress.org. Register a domain for cheap. about $10 a year. Use a free template and just start slugging in your information. Then you can set up on google places and with a little bit of promoting you can start to get inquiries from your local area.

Are they scams if they ask for registration I think not so.There are many freelancing sites available that offers job without investing in the intial stages later they charge commission with the job they won.
