Questions about calculating cost of goods in design-to-manufacture company.

I'm in the process of putting together forecasts for a small business start up I'm working on. The company will be handling product design through to manufacturing hand off. I'm curious if pre-manufacturing development costs (i.e. design, engineering, prototyping) are factored into the cost of goods and margins?

What about post-manufacture costs such as product photography and packaging design?

Does anyone have a link to an example sales forecast for a business of this type?

Any help would be greatly appreciated!
