Not really. Any kind of link building techniques out there, even those usually branded as white hat techniques, if not done right or if you overdo it, it maybe considered as blackhat. Since SPAMMING is one of the black hat techniques, those who usually flood link wheels with tons and tons of links going to their sites will probably be branded as black hats.
